岳池縣：以生物醫藥和文化產業為抓手發展壯大縣域經濟

8月9日，岳池縣經開區（廣安市）內的科倫藥業大容量注射液生產車間，工人們各司其職，現場一片繁忙。據公司負責人介紹，今年上半年，該公司實現產值3.2億元，入庫稅金6500余萬元，為全年生產計劃的50.4%。目前，科倫集團正在岳池注冊公司開展CSO項目（醫藥服務園），該項目落地后，預計年產值可達5億元至10億元，實現稅收2000萬元至5000萬元。
科倫藥業的蓬勃發展僅是岳池縣生物醫藥產業發展現狀的一個縮影。今年上半年，該縣規上工業總產值達123.9億元，其中，生物醫藥實現產值30.6億元，同比增長19.2%。
今年以來，岳池縣結合“大學習、大討論、大調研”活動，緊扣高質量發展要求，就如何貫徹落實好省委十一屆三次全會精神及市委要求，在廣安建設“川渝合作示范城市”“嘉陵江流域國家生態文明先行示范區”中“怎么辦”“怎么干”開展大討論。經過討論，該縣發展思路明晰：充分發揮生物醫藥和文化品牌兩大比較優勢，發展壯大縣域經濟。
堅定發展生物醫藥主導產業。按照“一園一產業”要求，岳池縣積極同成都市對接，與天府國際生物城合作建設“雙飛地”園區，加快推進生物醫藥產業轉型升級，全面推動“藥醫養食游”產業鏈發展，真正做出特色、做大品牌，打造以生物醫藥為主導的現代產業新高地。同時，搶抓廣安建設川渝合作示范區機遇，積極對接重慶先進生產力，加大與重慶企業的合作力度，高標準規劃建設重慶生物醫藥產業園，讓更多健康產業落地落戶岳池，將岳池打造成為“川渝健康城”。
大力發展文化旅游產業。岳池素有“中國農家樂之源”“中國曲藝之鄉”美譽，如何用好用活這兩張歷史文化名片，把文化優勢轉化為經濟優勢、發展優勢？該縣大力搶抓省委支持廣安建設“嘉陵江流域國家生態文明先行示范區”和全省建設生態文化旅游強縣的政策機遇，大力發展文化旅游產業，走出一條傳統文化與脫貧攻堅、鄉村振興融合發展的新路子。為充分發揮傳統文化在發展中的積極作用，該縣重點在“農家文化、曲藝文化”上抓融合、做文章，規劃建設覆蓋3個鄉鎮、29個村、52平方公里的岳池農家生態文化旅游園區，依托農家文化，圍繞《岳池農家》核心文脈，提取“花、酒、絲、姑”四大元素，建設獨具農家文化特色的景觀景點；依托曲藝文化，規劃建設中國曲藝百花園，建設集曲藝交流、產業孵化、文創研發于一體的文化綜合體，帶動縣域經濟發展，引領群眾脫貧奔康，將岳池曲藝文化帶向全國、推向世界。

Since this year, Yuechi County has been carrying out the spirit of the Third Plenary Session of the Eleventh Plenary Session of the CPC Provincial Committee and the requirements of the Municipal Party Committee in accordance with the activities of "university study, large discussion and large-scale investigation", and "what to do" in the construction of "Sichuan-Chongqing cooperative demonstration city" and "Jialing River Basin National Ecological Civilization Advanced Demonstration Zone" in Guang'an. We must firmly develop the leading industry of biomedicine. In accordance with the requirements of "one garden, one industry", Yuechi County actively docked with Chengdu, cooperated with Tianfu International Biological City to build the "double enclaves" park, accelerated the transformation and upgrading of the biomedical industry, comprehensively promoted the development of the industry chain of "pharmaceuticals, food and beverage tourism", truly made a distinctive, bigger brand, and created a biomedical-led park. Vigorously develop the cultural tourism industry. Yuechi is known as "the source of Chinese farm music" and "the hometown of Chinese Quyi". How to use these two historical and cultural cards to transform cultural advantages into economic advantages and development advantages? The county has vigorously grasped the policy opportunities of the provincial Party committee to support Guang'an in building the "National Ecological Civilization Advanced Demonstration Zone in the Jialing River Valley" and the whole province in building a strong eco-cultural tourism county, vigorously developed the cultural tourism industry, and found a new way of integrating traditional culture with poverty alleviation and Rural Revitalization and development. In order to give full play to the positive role of traditional culture in the development, the county focuses on the integration and composition of "farm culture and quyi culture", plans and constructs Yuechi farm eco-cultural tourism park covering 3 townships, 29 villages and 52 square kilometers, relying on farm culture and revolving around the core context of "Yuechi farm house", and extracts "Yuechi farm house". Flowers, wine, silk and nursery "are the four elements to construct scenic spots with unique farm cultural characteristics; relying on the Qu art culture, we should plan and construct a hundred Chinese Qu art gardens, and build a cultural complex integrating the exchange of Qu art, industry incubation and research and development of literary creation, so as to promote the economic development of the county, lead the people out of poverty and run for health, and bring Yuechi Qu art and literature into full play.
